Request for Information for Critical Digital Government Services

The Department of Information and Communications Technology (DICT) is now calling for Request for Information (RFI) for critical Digital Government Services.

This is in alignment with the Digital Government Act 2022 and the GovPNG Technology Stack, which the Government of PNG through DICT is requesting for information on service provision, solutions, and or capabilities pertaining to:

  1. Cyber Advisory Service
  2. Digital ID Ecosystem;
  3. eGovernment Portal Solutions;
  4. Internet Payment Gateway Solutions;
  5. Interoperability – Secure Data Exchange Platform;
  6. National Cyber Coordinating Center – N3C; and
  7. National Cyber Security Center – NCSC.

The purpose of these RFIs is to gather information and explore potential solutions to establish a secure, reliable, and cost-effective infrastructure for government agencies to drive innovation and improve the delivery of digital services to citizens, businesses and within government. Thus, we are requesting for interested parties to submit as appropriate or share to interested parties.

These RFIs are for information and planning purposes only and does not constitute an expressed or implied solicitation or a commitment by the PNG Department of ICT to procure any products or services.

Any procurement that may arise from these RFI will be subject to separate solicitations, adhering to the public sector procurement best practices, including transparency, fairness, and competitiveness.

Both national and international Service Providers are invited to participate in the RFI.

Cyber Advisory Service (Application Closed)

The PNG Department of Information and Communications Technology is issuing this open Request for Information (RFI) to any qualified interested Cybersecurity consulting agencies and service providers to express their interest through this RFI process for upcoming Cybersecurity consultations services for the Government as part of ongoing implementation of the Digital Government Act 2022, the development of the GOVPNG Technology Stack development and the National Cybersecurity Policy 2021.

The purpose of this RFI is to explore and identify potential service providers with relevant capacities, capabilities and experiences in providing advisory and consultation services, in the areas of procurement, operation, and strategic development of the National Cyber Security Center (NCSC) and the National Cyber Coordination Center (N3C).

This RFI serves to fulfil the provisions of Sections 18 and 19 of the Digital Government Act 2022, to develop, operate and maintain Cyber Security capability and capacity for whole of society in Papua New Guinea.

The Department of Information and Communication Technology (DICT) on behalf of the Government of Papua New Guinea (PNG) is issuing the Request For Information (RFI) in accordance with the DIGITAL GOVERNMENT ACT 20221 to seek information and gather insights into the development, implementation, and management of a Digital ID Ecosystem for PNG.

As we explore the possibilities of modernizing our identity management systems, we are interested in understanding the latest technologies, best practices, and potential partners who can support PNG in this endeavor. Papua New Guinea, with its diverse population and unique geographical challenges, is looking to enhance citizen services, streamline government operations, and strengthen security through the introduction of a robust Digital ID Ecosystem. We envision a comprehensive system that will provide secure, convenient, and inclusive digital identities to our citizens and government employees.

This RFI serves to fulfil the provisions of Section 33 and Section 34 of the Digital Government Act 2022, to provide digital services through Shared Services or Micro Services and the provision and accessibility of digital services, and is guided by the requirements of Section 31, subsections 3 and 4 in its security and implementation, towards a federated approach.

In addition, the Digital ID Ecosystem Solution is an integral component of the GOVPNG Technology Stack 20232, as a trusted and authorized micro services or reusable building blocks components and enabler for digital services.

eGoverment Portal Solutions (Application Closed)

The Department of Information and Communication Technology on behalf of the Government of Papua New Guinea is issuing the Request For Information (RFI) in accordance with the DIGITAL GOVERNMENT ACT 20221 and currently exploring options for the development of an eGovernment Citizen Portal for Papua New Guinea. We are reaching out to gather information on potential solutions and service providers to assist us in this endeavor.

The Government of Papua New Guinea is committed to enhancing public service delivery, fostering transparency, and improving citizen engagement. In alignment with these goals, we are looking for a comprehensive eGovernment Citizen Portal solution that will allow us to provide a wide range of online services and information to the citizens of Papua New Guinea.

This portal should be designed to be user-friendly, secure, and efficient. This RFI serves to fulfil the provisions of Section 35 of the Digital Government Act 2022, to establish National eGovernment Online Portals for publics bodies to deliver digital services. The Department shall be the only provider for the National eGovernment Portals.

In addition, the eGovernment Citizen Portal is an integral component, as layer five (5) or the top layer stack of the GOVPNG Technology Stack 20232, as a trusted mediator and services enabler for digital services.

This RFI serves to fulfil the provisions of Section 33 and Section 34 of the Digital Government Act 2022, to provide digital services through Shared Services or Micro Services and the provision and accessibility of digital services.

The Department of Information Communications Technology (DICT) on behalf of the government of Papua New Guinea Government is issuing this open Request for Information (RFI) in accordance with the Digital Government Act 20221 and Data Governance and Data Protection Policy 20232, for the purpose of identifying and exploring potential solutions for the development of a robust Interoperability and Secure Data Exchange platform for whole of Society for Papua New Guinea.

The purpose of this RFI is to identify and explore potential solutions to establish a secure, reliable, and cost-effective Interoperability and Secure Data Exchange platform for government as a platform secure, enable and coordinate responsible use of, management, protection and governance of data across public and private sectors in Papua New Guinea, as part of its digital transformational journey, as Papua New Guinea propels towards an open, transparent government and data driven economy. Data has become an asset and is fundamental to economic, social and political development. Abuse of data in this interconnected digital age can have significant consequences on the society and or citizens, hence the call for data governance ecosystem, led by government, coordinated and implemented through a secure data exchange platform.

This RFI serves to fulfil the provisions of Section 31 of the Digital Government Act 2022, to develop, operate and maintain a Secure Data Exchange Platform (SDEP) for all public bodies, that shall provide security for all government data stored and shared for digital services delivery and facilitate effective data sharing amongst public bodies. The SDEP shall secure any government sanctioned digital identify verification and authentication services and further serves as the integration point for application programming interfaces (APIs) for consumption of identification, verification and services.

In addition, the Interoperability and SDE platform is an integral component, as layer two (2) stack of the GOVPNG Technology Stack 20233, as a trusted mediator and services enabler for digital services.

Further, the SDEP shall form the foundational infrastructure for institutionalizing government Data Governance and Data Protection Authority responsible as call for by the Data government and Data Protection Policy.
