The Royal Papua New Guinea Constabulary (RPNGC) in collaboration with the Department of Information and Communications Technology (DICT) marked a significant milestone today with the soft launch of the Police Clearance Management System (PCMS) at Lamana Conference, Port Moresby.
Police Commissioner Mr David Manning expressed pride and excitement over the launch, emphasizing the importance of the system in enhancing the efficiency and user-friendliness of police services. ” The Police Clearance Management system is an innovative platform aimed at streamlining the police clearance process for citizens, which is a step forward in enhancing our service to the community,” Manning stated.
He extended his gratitude to the Department of ICT and the Department of Finance for their collaborative efforts in making the PCMS a reality. “This launch is a key milestone in our broader ICT Rehabilitation Project, which includes several other critical initiatives aimed at improving transparency, accountability, and efficiency within our operations.”
The Commissioner highlighted that the system’s soft launch would focus on targeted environments over the next month. “During this testing phase, we will refine and ensure the system’s readiness. Once everything is in place and functioning smoothly, the system will be made accessible to the public,” he added.
“The launch of the PCMS is part of a larger suite of digital initiatives under the RPNGC’s ICT Rehabilitation Project, which also includes the Electronic Occurrence Book (e-OB), the HR Information Management System (HRIMS), and the Internal Affairs Department Case Management System,” Manning added.
These projects collectively aim to modernize police operations, ensuring a more responsive and connected police force.
DICT Secretary Mr Steven Matainaho described the PCMS as the first citizen-facing service launched through the G2C (Government-to-Citizen) eGovernment Portal initiative.
“This system introduces a seamless digitalized process for our people to apply and pay online, receive a digital police clearance certificate, and utilize QR code technology for electronic verification and biometric data collection,” he explained.
He also revealed that eight more digital services, along with a digital wallet app, would be launched next month to further enhance online accessibility and simplify services for the public.
“These digital initiatives align with the government’s broader policies, including the Digital Transformation Policy 2020, the Digital Government Act 2022, and the Medium-Term Development Plan IV 2023 – 2027.”
Secretary Matainaho acknowledged the support of Minister Timothy Masiu, Commissioner Manning, and other senior officials, as well as Prime Minister James Marape, for their contributions to the success of the project.
“The launch of the PCMS marks the beginning of a new era in digital governance in Papua New Guinea, reflecting a commitment to improving service delivery and ensuring that the future of the nation is in good hands.”
