Section 51(1) of the Constitution of the Independent State of Papua New Guinea gives every citizen the right of reasonable access to official documents, subject only to the need for such secrecy as is reasonably justifiable in a democratic society under ten (10) exceptions.
Section 51(2) gives Parliament the discretion to pass a Section 38-compliant law to regulate or restrict the right to freedom of information (FOI). Section 51(3) makes it mandatory for the establishment of procedural law by which citizens may obtain access to official information.
