Minister for Information and Communications Technology, Hon. Timothy Masiu, today announced the appointment of Mr Kila Gulo-Vui as Chief Executive Officer of National Information and Communication Technology Authority (NICTA).“As a requirement of the National Information and Communication Technology Act 2009, the members of the NICTA Appointments Committee made this majority decision to appoint Mr. Kila Gulo-Vui.”

“Mr Kila Gulo-Vui has amassed 30-years of experience working within the ICT/Telecommunications sector, particularly in the policy and regulation space. He has held a wide range of positions within NICTA, most recently as the Director for Economics, Consumer & International Affairs.” “Mr. Vui holds three post graduate qualifications. He is a Master of Business Administration. Mr. Vui also holds a Masters of Engineering Management, and a Post Graduate Diploma in Telecommunications Policy & Regulations.”

As Chief Executive Officer, Mr. Kila Gulo-Vui will be: (a) primarily responsible for the execution of the communications policies and the implementation of the decisions of NICTA; and (b) primarily responsible for the supervision and day-to-day management of the affairs of NICTA and its staff; and (c) the head of the staff of NICTA.

“The stringent process provided for by the Act has been exhausted, and we have now entrusted NICTA and the ICT Sector to a mature and well experienced professional. I now join the NICTA Appointments Committee and the ICT sector in welcoming Mr. Kila Gulo-Vui to the NICTA Office of Chief Executive Officer.

”Meanwhile, the NICTA Appointments Committee has also made two new NICTA Board appointments, in addition to a Universal Access Service Board appointment. Mr. Noel Mobiha has been appointed as Chairman of the NICTA Board. Ms. Caroline Greenway also joins the NICTA Board as Independent Expert Member.

Mr. Kone Kula joins the Universal Access Board as Private Sector Representative. He replaces Ms. Zinnia Dawidi.
